Catchment and enrolment

Inner City South State Secondary College

The new Inner City South State Secondary College (SSC) will increase state secondary schooling capacity in the inner city school network to help accommodate the strong and sustained population growth in inner Brisbane.

The catchment for the Inner City South SSC has been developed early to inform local communities on the changes that will be occurring.

Catchment

With the establishment of every new school, a catchment area is defined to assist in managing enrolment demand.

A state school’s catchment area is the geographical area from which a state school is to have its core intake of students.

State school catchments are generally determined using equidistant principles. The Queensland Government Statistician’s Office calculates the distance to and from neighbouring schools using trafficable road networks by return journey to determine state school catchment boundaries.

The initial draft catchment for the Inner City South SSC was developed using an equidistant methodology determined by the Queensland Government Statistician’s Office.

The Department of Education released the draft catchment and Enrolment Management Plan for community feedback on Thursday 6 October. Over five weeks, more than 270 responses were received.

The responses typically referred to:

  • support for the proposed Inner City South SSC catchment without change;
  • suggested increases to the proposed Inner City South SSC catchment;
  • suggested reduction to the proposed Inner City South SSC catchment; and
  • minor adjustments to minimise splitting streets between catchments.

In response to the feedback the Department has realigned the catchment boundary to minimise splitting streets between two catchments and to follow main roads to allow for a more logical boundary division.

As a result, the following changes have been made to the catchment:

  • a small portion of the proposed catchment in Highgate Hill will be retained within the Brisbane State High School (BSHS) catchment;
  • the eastern boundary will be extended along Logan Road from Stanley Street south to Denman Street; and
  • the southern boundary will be aligned to roads and parks.

Enrolment Management Plan

The draft Enrolment Management Plan will be finalised after the foundation Principal is appointed in 2019. The proposed enrolment management approach for the Inner City South SSC will prioritise students in the following order:

  1. in-catchment students – those students living within the new Inner City South SSC catchment area;
  2. out-of-catchment students living in the new smaller BSHS catchment; and
  3. other out-of-catchment students eligible under the Enrolment Management Plan.

Transitional arrangements will allow for:

  • students who reside in the proposed Inner City South SSC catchment, and are currently enrolled at a neighbouring secondary school, may remain enrolled at that school for the duration of their studies;
  • siblings of these students may also enrol at that local secondary school provided they remain living locally within that school’s former catchment;
  • families with primary school aged children living in the new Inner City South SSC catchment, who currently live in the BSHS catchment, may choose to enrol at either BSHS or Inner City South SSC.
